Plaquemines Liquids Terminal

August 2018

The proposed Plaquemines Liquids Terminal (PLT) is a Tallgrass Energy, LP  led joint development project with DHIP, LP and in concert with the Plaquemines Port & Harbor Terminal District (PPHTD), a Louisiana state agency.
The proposed PLT project is a 200-acre liquid export terminal facility on the Mississippi River in Plaquemines Parish, Louisiana. The bulk liquid export facility is being permitted for up to 20 million barrels of storage. PLT will have the ability to fully load and unload Post-Panamax vessels on its deep-water dock.

Louisiana Gulf Gateway - Container Terminal

December 2019

In December 2019, LA23 was granted by the PPHTD Board the exclusive rights to secure funding for development of rail, warehousing, and utility infrastructure necessary for the PPHTD Container Terminal Development.

LA23 provides support to PPHTD and its strategic partners in the overall development.

Rail Infrastructure

November 2020

LA23 Devco, as part of the exclusivity agreement with PPHTD, has secured a financial agreement to provide funding for:
1. 10 mile Mainline Extension
2. Peter's Road Bypass and Rail Realignment
3. North Logistics Park - Air Cargo Terminal support
4. South Logistics Park - Maritime Cargo Terminal support
